And interesting situation arising in the money transfer initiative that was announced at the 3GSM World Congress last month: there is some confusion regarding how this money will be accounted: the money tranferred could be considered by the Government to be operator revenue, and used to calculate annual license fees which form 6 to 10 percent of operator revenue. Operators claim that these are ‘pass through revenues’, and should not be included for calculation of licence fee; only the service charge that operator may levy should be included for assessing annual licence fees. They’ve asked the government for clarity on their policy.
The regulator, well, wants to regulate. So they’ll create a situation wherein someone needs to come to them for an explanation, and they can retain their control and semblance of power.
